Description: VA is undergoing a massive transformation of its electronic health record (EHR) system, and has established national governance bodies (“EHR councils”) to guide the design of the system and ensure that key stakeholders have a voice in its configuration. The 18 national councils include over 100 workgroups and over 1,000 participants, with 8 intensive workshops at Cerner’s Kansas City headquarters in 2018 and 2019, and continuing regular meetings of national leaders and field representatives. In order to understand the EHR modernization process underway at VA, it is critical to understand the work of these councils: how they are organized, how they do their work, and what their goals and constraints are. Objectives: •Describe the EHR council process as the context of the clinical side of EHR modernization •Summarize perspectives from council participants about the councils •Identify lessons to inform future efforts
