Improving the Value of Care for Veterans: Impacts of VA Payment Reform for Community-Based Dialysis

Description: Abstract: Due to limited capacity in most Veterans Health Administration (VA) dialysis facilities, local VA hospitals routinely outsource dialysis care for some patients to community facilities. Payments for dialysis was traditionally negotiated by VA medical centers on an ad-hoc basis, with reimbursements often exceeding those in Medicare. Beginning in 2011, the VA initiated VA-wide policies to standardize payments and establish national contracts for outsourced dialysis care with private-sector, community-based dialysis providers. We examine the association of changes in VA price setting and national contracting with VA spending, Veterans’ access to dialysis care and survival. Target audience: This presentation will be of interest to researchers and policymakers interested in VA and Medicare data, VA community-based services, and care for patients with kidney disease.
