Description: This talk will highlight measurement issues that hinder our scientific efforts to carry out implementation. We will articulate the importance of selecting valid and reliable measurement, discuss a framework for considering what to measure, when, and at what level, and identify specific issues and goals that may focus the field and help move the science forward.
