Amy Kilbourne, PhD, MPH, is Acting Director of VA/HSR&D's Quality Enhancement Research Initiative (QUERI) and a national expert in implementation science, partner-oriented research, and translation of clinical quality improvement intervention findings into actionable policy and practice. She has been widely recognized for her research in multisite implementation intervention trials, development and application of large outcomes databases to improve person-centered care, and integrated physical and mental health care strategies. Dr. Kilbourne has an extensive working knowledge of VA operations and policy, through her national roles as Associate Director of the Serious Mental Illness Treatment Resource and Evaluation Center (SMITREC), as Director of the VA Homelessness Health Services Research Initiative, in partnership with the National Center on Veteran Homelessness, and as Co-PI of the largest women Vietnam Veterans study to date.

Dr. Kilbourne has led several VA studies in priority areas and VA and NIH-funded grants in a wide variety of health services research areas including mental health, complex chronic illness, health disparities, and women's health. Her research has led to a number of VA national initiatives, including a VA national directive on re-engaging Veterans with serious mental illness into care, a health disparities research roadmap, and a mental health patient-aligned care team (PACT) model. She is a prolific author, with more than 145 peer-reviewed scientific articles. Dr. Kilbourne also is the recipient of several awards, including the prestigious Presidential Early Career Award for Scientists and Engineers (PECASE) and the Gerald L. Klerman Research Award from the Depression and Bipolar Support Alliance (DBSA).

Dr. Kilbourne was recently promoted to full Professor with tenure at the University of Michigan Medical School Department of Psychiatry. She is currently mentoring PhD post-doctoral fellows and MD/PhD junior faculty, and has mentored a cumulative total of 20 fellows/post-doctoral students.

Since her appointment as Acting Director of QUERI, Dr. Kilbourne has led a number of initiatives to improve QUERI's responsiveness to the field and achieve mission-critical priority goals, notably: 1) refining the investigator-initiated review process, leading to shorter turnaround times for grant reviews, 2) developing a process for QUERI-funded QI projects to facilitate partnered initiatives, and 3) continuing to support QUERI investigators in developing implementation science mentoring opportunities through collaborations with NIH (TIDIRH) and elsewhere.
