HERC Health Economics Seminar

Assessing Cost and Outcomes among Veterans Receiving Community Care

by Amy Rosen, PhD ; Megan Vanneman, PhD, MPH ; Todd Wagner, PhD
Seminar date: 6/19/2019

Description: The Veterans Health Administration (VHA) has increasingly purchased Community Care (CC) since implementation of the Veterans Choice Act (“Choice”) in 2014, and this trend will continue with the MISSION Act. Consequently, there is a lot of interest in understanding how expanding the purchase of community care affects costs and outcomes. One of the challenges is extracting data from the new CC payment database known as the Program Integrity Tool (PIT), which is replacing the venerable Fee Basis data. In this Cyberseminar, we highlight how analysts can extract VA and CC data to analyze health outcomes and costs. There are a lot of challenges that arise in using CC data, so we focus on cataract surgery since it is a high-volume procedure, handled exclusively by ophthalmologists, and with well know procedure codes.
