Strength of Evidence Checklist – Using Evidence to Justify Policy & Budget Decisions

Description: The Quality Enhancement Research Initiative (QUERI), through the Partnered Evidence-based Policy Resource Center (PEPReC), assists VHA leadership with the administration’s response to the Foundations for Evidence-based Policymaking Act, which requires that all cabinet-level agencies use evidence to justify their policy and budget decisions. One significant part of VHA’s implementation is the strength of evidence assessment of annual legislative and budgetary proposals. PEPReC developed a checklist that assesses the required evidence justification based on need, feasibility, effectiveness, cost, and comparison to alternatives.

Intended Audience: Operations Personnel – VHA leadership, policymakers, program office leads and staff – who will be submitting legislative and budget proposals.
